Financial Information

School Finances are probably the least understood aspect of a school system and yet are extremely important to the proper functioning of a school system.

Read School Finance is the Key to the Whole Enterprise, posted by Edsource.org to get a good overview of spending and revenue and why a good plan needs to be in place to ensure student and community success.

Board-Approved Expenditures Analysis Report - posted 01/04/08

These expenditures have been categorized into one of ten categories: Personnel (other than payroll), Academics, Athletics, Fine Arts, Special Education, School Buildings Buses and Maintenance, Technology, Professional Development, English Language Learners, and a Miscellaneous Category with explanation. Cash Disbursements and payroll amounts are included as well.

Recognizing that not all expenditures are brought before the Board for their approval, we believe it is important to note those that have been approved by this Board. We will update this report as needed.

Budget Documents - posted 04/13/08

Each year our school system holds Budget Hearings prior to approving the fiscal year budget.  The school system's fiscal year runs from October 1 to September 30.  The name of the budget refers to the year the budget ends, i.e., FY04 is the 2003-2004 school year.

Financial Information from State Report Cards - posted 04/13/08

Each year, the State Department of Education releases report cards on school systems after the year is over.  The links below will display only the page on school finances.  For the full report cards, visit the Alabama State Department of Education website and go to "Reports", then use the pull-down menus to select "Hoover City Schools" and "Entire System".

Financial Statements  

In accordance with the School Fiscal Responsibility Act, passed in June, effective in October, Hoover City Schools will post financial statements on a monthly basis.  Click to link to those statements.


School Funding - Revenues

Schools are primarily funded from three sources:  Federal, State, and Local revenues.

Federal Sources of Revenue

Federal sources are primarily attached to at-risk or special needs students.  The Federal Government is NOT the primary source for school funding---States are responsible for funding their state school systems.

State Sources of Revenue

State sources usually make up the largest part of a school system's funding unless the system's residents recognize the need to provide additional services that the State does not fund.

The Alabama State Foundation Program allots state funding based on a number of calculations that are, not surprisingly, difficult to follow.  The State Department of Education created a document explaining these calculations; click here to view that document.  Average Daily Membership (ADM) from the previous school year's time period from the 20 days following Labor Day  is used to calculate allotments.

Local Sources of Revenue

Local sources include property taxes, other ad valorem taxes and contributions from the City of Hoover.  Local bond issues and the recent receipt of $85 million from the Jefferson County 1% Sales Tax are also included in this category.

District Budget

The 2007-2008 Budget reflects state, federal and local revenue and distributions to each school under the State Foundation Program.

Salary Schedule

The Salary Schedule is posted here due in part to the fact that faculty and administrators' salaries are projected to make up approximately 85% of operating expenditures for 2007-2008.
